[BCMA] Vital Statistics information

Would a museum archive be in violation of the Vital Statistics Act for
distributing Birth, Death and Marriage information, suppressed by the
Ministry, derived from public sources such as newspapers and obituaries?
The information is still available through these sources, the organization
is simply echoing it. What do you think?
