[BCMA] Welcome Letter to the Minister of Canadian Heritage

On July 26 the Prime Minister of Canada announced a cabinet shuffle and
appointed Pascale St-Onge as the new Minister of Canadian Heritage. In
partnership with our Provincial and Territorial Museum Association
