[BCMA] Emotional Support Animal policy

Personally, I have a problem with dog owners, not the dogs themselves.
Service and Guide Dogs are well trained and used to keeping to themselves
around the general public. ESA dogs? Not necessarily so. I too, would be in
a quandary but inclined to say, "No", unless the animal could be carried
throughout the visit. This is a good topic for our next board meeting.
